EthernetIP will only work with system tags

I have an application in which I have multiple possible SCADA connections for the customer so I set up a number of tags with connections to multiple controllers. It seems though when I connect a CompactLogix for testing I can only get it to read a tag if that tag is a system tag (ie UsedStoragePercent) and has no connections to other controllers.

Any ideas?

Have you tried the data direction control? I've successfully used this in the past to transfer tags between PLCs (note: the tags are automatically made "always active") although found it taxing on the system performance since the drivers are essentially memory inefficient (each driver uses its own memory for each tag which requires a higher-level driver to individually copy tags from one driver to another).
