Hi!
How to assign different 'Actions', for example, "Show Screen" (Alarm Viewer), "Set Tag" (disable horn) to this system pop-up object (see attached picture)?

There is no way to change anything about that icon. You cannot assign actions to it or change its color. You can only turn it on or off.
