Time ISO 8601

Hello
I want to use the systemtags SystemTagHour
But it has irregular outputs.
Depending on some location setting it is in 24H or 12H.
How can i force the time and Date notation to the ISO standards?
Or if iso standards is to difficult for .net.
How can i select the proper location in scripting?
i.e. Germany
