Regarding HRESULT E_FAIL error

While launching the iX Developer it is showing the error message
"Error HRESULT E_FAIL has been returned from a call to a COM component".
iX Developer was working properly before, but after a month or so I have
again launch the software & showing this error.
Error image is attached.
Can anybody give me the solution for this problem.
After this error I have also updated the .Net framework 4.0 but still
the error persist.

I would do an uninstall and re-install of iX Developer. You may need to re-install .NET also.

Make sure you are logged in as a full admin for the install.

I have already uninstalled iX developer & related .Net & C++,C# software.
But the problem is still persist.
Actually it is not allowing me to uninstall .Net framework 4 & 2.
It showing message that it is being used by another program.

Try restarting your computer and then re-installing the .NET packages.
