Security settings on Runtime

My customer want to add and delete the users or rename the existing user with new password on the runtime screen.
Is it possible?

please let me know the procedure and share some ideas . H/W model is IXT 7 A

We understand that this is a very old post. You can import security lists and export them which would be the easiest.
